Zoe Leung is a program and policy specialist with a diverse background and significant experience in projects contributing to building peace. She currently serves as the senior associate with the Asia-Pacific Program of the EastWest Institute (EWI), an international think-and-do tank headquartered in New York City focusing on conflict prevention. She directs programmatic initiatives that bring together senior political and military leaders from the U.S. and other countries in the Asia-Pacific region to address critical issues, the solutions to which are crucial to maintaining a peaceful and stable region. Since joining EWI in 2016, the Asia-Pacific Program has successfully fostered mutual understanding and identified common grounds for cooperation among major stakeholders and policymakers in the Asia-Pacific region. Zoe is a regular contributor to several media outlets on Asia-Pacific security issues including The National Interest and The Diplomat.

Zoe is a native of Hong Kong, having studied and worked in London, Tokyo, Beijing, Taipei, New York, and Washington, DC. She earned her master’s degree in international policy analysis from the Elliott School of International Affairs at the George Washington University; her bachelor’s degree in historic preservation from SCAD, graduating with the Presidential Medal.
